Having a seat-belt cutter and a window breaker in one device is not a novel ideal, you can buy folding knives (this is just an example, I do not recommend this knife) with both of these gadgets on-board but that begs the question would you be able to access a pocket folder after an accident?
At this price point you could have two or three of these doo-dads stashed in your vehicle in different spots: ie middle console, glove compartment, door compartment, etc.
