When you read the background on this story it is obvious that these two cops slept through their Situational Awareness training at the academy otherwise they might have noticed they parked on a friggin railroad track.
This reminded of the article The Return of the Gunslinger where a Federal Judge stated in no uncertain terms that Law Enforcement has no Constitutional Basis to Protect citizens except those who are “in Custody.”

So just to be clear: You, the taxpaying citizen can only expect Cops to protect you when they arrest you.
