“A partial hardening has come upon Israel until the fullness of the Gentiles has come in. And in this way all Israel will be saved.”
Paul is speaking of the spiritual outcome, not a literal political restoration. He distinguishes between:
Ethnic Israel – physical descendants, many hardened in unbelief.
True Israel / the remnant – those who are in Christ, the faithful offspring of Abraham by promise (Romans 9:6–8, Galatians 3:29).
2. Definition from Scripture
Romans 9:6–8 – “Not all who are descended from Israel belong to Israel.”
True Israel = children of the promise, those united to Christ.
Galatians 3:29 – “If you are Christ’s, then you are Abraham’s offspring, heirs according to the promise.”
Being “in Christ” is what makes someone part of God’s covenant people.
3. How Paul uses typology
The “hardening” refers to the temporary unbelief of ethnic Israel, which has allowed Gentiles to be grafted in (Romans 11:17–24).
“All Israel will be saved” refers to the full number of God’s covenant people, meaning all who belong to Christ by faith — Jew or Gentile — not every ethnic descendant.
Key point: The promise is fulfilled spiritually, not merely ethnically.
4. Early Church understanding
Justin Martyr – The Church is the true spiritual Israel.
Irenaeus – We are children of Abraham through faith, not flesh.
Origen – The “heavenly Israel” is the Church, the fulfillment of God’s plan.
Summary
“All Israel” = all who are truly God’s covenant people in Christ, the faithful remnant.
Not every ethnic Jew is included; the promise transcends physical lineage.
This aligns with the logic of Abraham’s covenant: God blesses the faithful seed, ultimately Christ, and all united to Him.
So, not all Jews will become all Israel.
The key point Scripture makes repeatedly.
Not all ethnic Jews automatically become part of God’s covenant people. Physical descent from Jacob alone does not guarantee salvation or inclusion in “all Israel.”
Romans 9:6–8 – “Not all who are descended from Israel belong to Israel… it is not the children of the flesh who are children of God, but the children of the promise are counted as offspring.”
Romans 11:5 – Only a remnant of Israel is saved; the rest are hardened until God’s plan unfolds.
Galatians 3:29 – Those “in Christ” are Abraham’s offspring and heirs of the promise.
Summary:
Ethnic Jews = physical descendants. Many remain hardened in unbelief.
True Israel / All Israel = spiritual, faithful remnant united to Christ.
All Israel will be saved = all who belong to Christ, Jew or Gentile, not every ethnic Jew.
