Translation: the <span class=\"caps\">U.S.<\/span> is not doing enough to out-tweet\u00a0<span class=\"caps\">ISIS<\/span>.<\/p>\n<p>Michael Lumpkin, assistant secretary of defense for special operations\/low-intensity conflict, said the Defense Department provides 25 percent of them at State\u2019s Center for Strategic Counterterrorism Communications, or<span class=\"caps\">CSCC<\/span> that focuses on counter extremist rhetoric all over the world (<a href=\"http:\/\/news.yahoo.com\/us-team-using-twitter-facebook-fight-militants-165419044.html\">an outfit of about 66 people<\/a>). \u201cIn the <span class=\"caps\">CSCC<\/span>, there\u2019s 20 some odd people who are working that particular mission set and we\u2019re providing about 25 percent of them, detailed at the Department of State to assist with that mission \u2026 The fact that we have 25 percent of the <span class=\"caps\">CSCC<\/span> detail to fill critical positions over there tells me that they don\u2019t have the manpower to put against the mission like they would,\u201d he told Congress on Thursday.
