Zombie mislead you.-SF<\/strong><\/em><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-large wp-image-17892\" src=\"https:\/\/hcsblogdotorg.files.wordpress.com\/2016\/07\/deter.jpeg?w=620\" alt=\"Deter\" width=\"620\" height=\"364\" \/><\/p>\n<p id=\"cfc7\" class=\"graf--p graf-after--p\">In a recent <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/www.nytimes.com\/2016\/07\/22\/us\/politics\/donald-trump-foreign-policy-interview.html\">interview<\/a> with <em class=\"markup--em markup--p-em\">The<\/em> <em class=\"markup--em markup--p-em\">New York Times<\/em>, Donald Trump suggested that the United States can continue to deter aggression even if it withdraw from its overseas bases and reduces its commitments to longstanding allies. \u201cIf we decide we have to defend the United States,\u201d the Republican presidential candidate proclaimed, \u201cwe can always deploy [from American soil] and it will be a lot less expensive.\u201d<\/p>\n<p id=\"219f\" class=\"graf--p graf-after--p\">Trump\u2019s critics seized upon this statement as further evidence of his ignorance of foreign affairs. They argue that Trump <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/www.nytimes.com\/2016\/07\/21\/us\/politics\/donald-trump-issues.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=a-lede-package-region&amp;region=top-news&amp;WT.nav=top-news\">understates<\/a> the economic costs of this strategy, and they are right. But there\u2019s an even more fundamental issue at stake.<\/p>\n<p id=\"58f4\" class=\"graf--p graf-after--figure\"><a class=\"markup--anchor markup--p-anchor\" href=\"mailto:www.e-ir.info\/2016\/04\/26\/trumped-up-alliances\/\">Even if Trump is correct<\/a> that some allies are not paying their fair share, there are at least two compelling reasons to remain committed to those allies and retain military bases abroad. The first is deterrence. The second is anti-area\/access-denial, or A2AD, technology. Both are inexorably linked.<\/p>\n<p id=\"e029\" class=\"graf--p graf-after--p\">To deter aggression the United States must convince potential adversaries that they will pay an unacceptably high cost for attacking. Successful deterrence therefore requires that the United States communicate that it is willing and able to carry out the threat. Deterrence fails when an adversary thinks the United States either cannot or will not follow through.<\/p>\n<p id=\"bf04\" class=\"graf--p graf-after--p\">For decades, the United States has relied upon overseas bases to demonstrate that its deterrent threats are credible. <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/strategicstudiesinstitute.army.mil\/pubs\/parameters\/issues\/Winter_2015-16\/5_Hunzeker.pdf\">Forward-deployed troops<\/a> offer a tangible symbol that the United States has \u201cskin in the game\u201d and that it will pay the price to make good on its threats.<\/p>\n<p id=\"eafb\" class=\"graf--p graf-after--p\">Forward-deployed troops also enhance deterrence because they put military personnel, aircraft, and ships close enough to potential hot spots to be of immediate use in a fight. Deterrence is better than fighting, but successful deterrence paradoxically means being able to fight well.<\/p>\n<p id=\"dd60\" class=\"graf--p graf-after--p\">This observation leads us to consider the technological dimension that characterizes contemporary military affairs\u200a\u2014\u200aanti-access\/area denial.
