{"id":16022,"date":"2016-06-07T17:00:55","date_gmt":"2016-06-07T22:00:55","guid":{"rendered":"http:\/\/hcstx.org\/?p=16022"},"modified":"2016-06-07T17:00:55","modified_gmt":"2016-06-07T22:00:55","slug":"surveillance-state-diva-software-designed-to-spot-suspicous-behavior-before-it-happens","status":"publish","type":"post","link":"https:\/\/thetacticalhermit.com\/index.php\/2016\/06\/07\/surveillance-state-diva-software-designed-to-spot-suspicous-behavior-before-it-happens\/","title":{"rendered":"Surveillance State: DIVA Software Designed to Spot Suspicous Behavior BEFORE it Happens"},"content":{"rendered":"<div class=\"headline\">\n<div class=\"d1-title-container\">\n<div class=\"d1-subhead-container\">\n<p class=\"d1-subhead\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-large wp-image-16023\" src=\"https:\/\/hcsblogdotorg.files.wordpress.com\/2016\/06\/diva.jpg?w=620\" alt=\"DIVA\" width=\"620\" height=\"284\" \/><\/p>\n<p class=\"d1-subhead\"><span class=\"outer\"><span class=\"inner\"><span class=\"inner-inner\">The program is called<strong> Deep Intermodal Video Analytics<\/strong>\u2014or<strong> DIVA<\/strong>\u2014and it seeks to locate shooters and terrorists before they strike.<\/span><\/span><\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"text\">\n<p><strong>The intelligence community is working on amping <\/strong>up people-recognition power to spot, in live videos, shooters and potential\u00a0terrorists before they have a chance to\u00a0attack.<\/p>\n<p>Part of the problem with current video surveillance techniques is the difficulty of recognizing objects and people, simultaneously, in\u00a0real-time.<\/p>\n<p>But\u00a0<a href=\"https:\/\/www.fbo.gov\/utils\/view?id=e3dadd7144aef41b6060e54a44896d8f\">Deep Intermodal Video Analytics, or <span class=\"caps\">DIVA<\/span><\/a>, a research project out of the Office of the Director of National Intelligence,\u00a0will attempt to automatically detect suspicious activities, with the help of live video pouring in through multiple camera\u00a0feeds.<\/p>\n<p><span class=\"caps\">ODNI<\/span>\u2019s Intelligence Advanced Research Projects Agency is gathering academics and private sector experts for a July 12 \u201cProposers\u2019 Day,\u201d in anticipation of releasing a work\u00a0solicitation.<\/p>\n<p>\u201cThe <span class=\"caps\">DIVA<\/span> program will produce a common framework and software prototype for activity detection, person\/object detection and recognition across a multicamera network,\u201d<span class=\"caps\">IARPA<\/span> officials said in a synopsis of the project published June 3.\u00a0\u201cThe impact will be the development of tools for forensic analysis, as well as real-time alerting for user-defined threat\u00a0scenarios.\u201d<\/p>\n<p>In other words, the tech would scour incoming video surveillance and body-camera imagery from areas of interest for people and objects who could present a threat, or individuals and items that might have been involved in a past\u00a0crime.<\/p>\n<p>This is the type of video-recognition system that might have been used for identifying would-be suicide bombers before\u00a0the Paris and Brussels attacks, some\u00a0video analytics experts\u00a0say.<\/p>\n<p>Privacy laws in the United States and Europe differ, so it is unclear whether such activity-recognition software would have been legal to use on video\u00a0around the time of\u00a0the 2013 Boston Marathon bombings. <em>Nextgov<\/em>\u00a0has contacted <span class=\"caps\">ODNI<\/span>for\u00a0comment.<\/p>\n<p>Read the Remainder at <strong><a href=\"http:\/\/www.defenseone.com\/technology\/2016\/06\/new-us-spy-software-could-soon-spot-your-suspicious-behavior-live-video\/128852\/?oref=defenseone_today_nl\">Defense One<\/a><\/strong><\/p>\n<\/div>\n<h2 class=\"wysiwyg\"><\/h2>\n<h2 class=\"wysiwyg\"><\/h2>\n","protected":false},"excerpt":{"rendered":"<p>The program is called Deep Intermodal Video Analytics\u2014or DIVA\u2014and it seeks to locate shooters and terrorists before they strike.
