When I first read this article, it made me think about a gun shop in a town about 30 miles from me. For the longest time, it was the ONLY “grassroots” locally owned gun shop in town. It \u00a0had been there since the late seventies and was locally owned. Due to the competition from an Academy Sporting Goods and several “bad “ATF inspections over the years (Not sure what all that entailed, but the rumor was the ATF was unfair in the inspections) the shop closed down after being in business over 40 years. Since then, another local guy has opened a gun shop and with the angle of also making “Custom” hunting guns. I only hopes he can stay the course. “Grassroots” Gun Shops are the heart and soul of the RKBA movement if you think about it. If all we have is BIG Corporately owned sporting goods stores (Like Academy and Wal-Mart) to buy our guns and ammo from, then we are in trouble, because they are more likely to bend (and break) to political pressure than a small, grassroots store would. Support your locally owned Gun Stores, they are the BEDROCK of the 2nd Amendment.-SF<\/strong><\/em><\/p>\n

\"FFL\"<\/p>\n

In 1968 Congress passed the infamous Gun Control Act (GCA) of 1968.\u00a0 The act banned the sale of guns through the mail except to federally licensed dealers.\u00a0 One purpose of the act was to weaken and defund the National Rifle Association.\u00a0 A great deal of advertisement funding for the NRA magazine, The American Rifleman, came from ads for the mail order of firearms.<\/p>\n

The mail order of pistols had been regulated since 1927.\u00a0 GCA 1968 banned mail order of rifles and shotguns, guns that were used in only a small percentage of crimes, and created a whole new class of arms, \u201cdestructive devices\u201d.\u00a0 Up until 1968, you could order anti-aircraft and anti-tank cannon and ammunition through the mail.\u00a0 Crimes committed with them were nil.<\/p>\n

The original act was rejected by Congress in 1966, and by committees in the House and Senate in 1968.\u00a0 In spite of the resistance, President Johnson and rising power of the media cartel rammed the act through on the heals of the assassinations of Robert Kennedy and Martin Luther King.\u00a0 Even though the NRA had no lobbying arm at the time, the act was not popular in Congress.\u00a0 Only arm twisting by Lyndon Johnson pushed it into law.\u00a0 The Congress refused to give Johnson what he wanted most \u2013 national gun registration of all guns and gun owners.<\/p>\n

If you want to eliminate guns from society, the strategy of licensing gun sellers is an old and obvious one.\u00a0 In 1607, the Tokugawa Shogunate issued a decree that all guns produced had to be approved of by the government. \u00a0 Gradually gun orders were decreased.\u00a0 Eventually, no new guns were produced.<\/strong><\/em><\/p>\n

Western nations pushed licensing as part of the gun control laws that swept the continent between the World Wars.\u00a0 The 1934 and 1938 National Firearms acts were part of that trend in the United States, as the Roosevelt regime moved to increase and consolidate power.\u00a0 The original fee for an FFL was $1 per year in 1938, increased to $10 in 1968.\u00a0 Federal Firearm Licenses were fairly easy to obtain until Bill Clinton was elected President in 1992.\u00a0\u00a0 1992 was the high point for FFL numbers.<\/p>\n

As part of Clinton\u2019s disarmist agenda, he ordered the ATF to study the number of people with FFLs. The conclusion was that they needed to reduce the number of FFLs in order to regulate them more.\u00a0 There was no indication that small FFLs were being abused. The ATF had shown no inclination to reduce the numbers before Clinton. President Clinton wanted to drive most FFLs out of business.<\/p>\n

Clinton drove FFL numbers down by the simple expedient of increasing the fee from $30 for three years to $200, requiring fingerprints and photographs, requiring that FFL holders meet local zoning requirements for retail outlets, and requiring proof that they had \u2018secure storage\u2019.<\/p>\n

Clinton\u2019s war on gun dealers drastically decreased the numbers of FFLs.\u00a0 From 1992 to 2009, the number of FFLs dropped by over 200,000.\u00a0 The use of zoning ordinances as a means of conflating local and federal power structures means that many urban areas are severely under-served.\u00a0 There is only one FFL in Washington, D.C., and he does not stock guns.\u00a0 He only transfers them.\u00a0 The last gun shop in San Francisco closed recently, due to over-regulation.<\/p>\n

President Obama claimed that he wants small time gun sellers to have FFLs.\u00a0\u00a0 He did not suggest reducing the regulatory burden to make obtaining an FFL feasible for small sellers.<\/p>\n

It is a cynical strategy.\u00a0 Require FFLs, but have the regulatory burden so high that the acquisition of the license is uneconomic and impractical.<\/strong><\/em><\/p>\n
